A young Chinese person in the United States created the website Abnormal1999 in the 1990s, compiling a significant number of unusual incidents and occurrences. A policeman by the name of "Liu Qingchun" established the 403 Intelligence Division in China, which also collected unusual intelligence. These two groups eventually got larger and started to work against each other over a period of more than ten years, using a large number of intelligence officers to obtain data and leads.
