The administration has ordered the preemptive launch of a torpedo to retake a key allied military base that has been taken by enemy forces, even though doing so could result in the deaths of countless allies. However, the government has called off the strike that would start a world war following more internal deliberations and talks with the enemy. The only issue is that no one can verify whether the cancelation orders have reached "The Triumphant," the submarine carrying the torpedo, because it is out of communication range.

The government has given officers Haurée and Leroy, its two top experts, the mission of finding "The Triumphant" before the clock runs out in order to avert war. Due to recent actions that have sparked a moral problem among the undersea sailors, these two strategic masterminds of the submarine fleet will have to deal with a reality they did not anticipate.
